Issues with mobile connectivity have already been discussed in the confirmation from April 5th.

In February, Roskomnadzor stated that it would continue the blocking of Telegram until the messenger starts complying with Russian laws. The slowdown intensified in spring. Media, citing sources, reported that the messenger was planned to be fully blocked at the beginning of April. РКN claimed that in February-March, it recorded a record surge in cyberattacks, and linked this to reports of a complete block of Telegram in Russia. According to the agency, most of the malicious traffic came from the US, Germany, and the UK. Simultaneously, measures are being taken in the country to combat bypass services for blocks.

Kremlin staff have also noted disruptions in internet service, but are unwilling to provide an assessment of the situation. This was stated by the press secretary of the Russian president.

Disruptions in Sberbank's (MOEX: SBER) payment services, which occurred in the morning of April 3, triggered issues for customers of several other banks. Experts point out that such a situation could have arisen due to blocks on suspicious transactions that banks are legally required to implement under the National Payment System Act.

The issue was resolved quickly, however experts note that this is a temporary solution, and a similar scenario could occur in any large bank, while smaller banks have less complex systems and architectures, making such a scenario less likely.

Mobile internet outages have led to banks losing liquidity as more customers withdraw cash to pay for purchases.

The Central Bank noted in its information-analytical comment "Money and Credit Conditions and the Transmission of Monetary Policy" that the volume of cash in circulation increased by 300 billion rubles in March 2026.

The era of duty-free internet has ended: at the end of March 2026, the World Trade Organization's moratorium on imposing duties on electronic transmissions expired. No decision was made to extend it due to disagreements between countries, RBK reported on April 1.

As noted by Vasily Kutin, Head of Analytics at Ingo Bank, the decision effectively "draws a line under the era of duty-free internet." Experts warn that this could lead to increased costs for digital services and greater fragmentation of the global network.

But the second half of February, March, and the first half of April - that's just the beginning of this process, as S. Dragen predicts:
