S. Dragan:

October 2026 will become a month of more pronounced changes at the governmental level in Russia. There is a possibility of the beginning of mass resignations from important positions in the country. The picture of the departure of the former system of governance will become obvious and fateful for the country. This is a historic turn and a new domestic political course that will continue to unfold. And there will still be many changes; this is only the beginning…

S. Dragan:

…In essence, the August 2026 solar eclipse creates a particular military challenge for Russia. This challenge will be directed primarily at the key players in Russia’s political power. It resembles the breaking of the most powerful knot of power, including the most important spheres of governance, including the military and ideological spheres, as well as central figures.

This means that a change of ideas, a change in military status, and a change of power are coming… at the very highest level. This means that the process has begun. After all, the eclipse itself occurs on the star Merak: the star of power and the readiness to be able to exercise it. So Russia’s eclipse challenge will be to ask: what about the authorities? Thus, the question of governing the country will become the most important one…

…It feels as though there will be no clarity on issues of Russia’s leadership and final decisions on this matter until October 2026…

S. Dragan:

The thing is that Russia’s chart clearly shows an impending reboot of power in the near future (October–December 2026)… This also fully affects the internal configuration of power in Russia.

As forecast, “…there was no clarity on issues of Russia’s leadership and final decisions on this matter until October 2026…”.

“October 2026 became a month of more pronounced changes at the governmental level in Russia.” The change of power at the very highest level began at the end of October 2026. On October 19, 2026, Prime Minister Mikhail Mishustin proposed new candidates for the government to Russian President Vladimir Putin.

Primorsky Krai Governor Oleg Kozhemyako has been nominated for the post of deputy prime minister and presidential plenipotentiary representative in the Far Eastern Federal District. He has long worked in the Far East. Previously, he was governor of the Koryak Autonomous Okrug, now part of Kamchatka, as well as of Amur and Sakhalin oblasts; he was also a deputy and senator representing Primorye. The current plenipotentiary representative, Yury Trutnev, may move to a new position in the administration of the President of the Russian Federation.

First Deputy Finance Minister Irina Okladnikova has been proposed for the position of deputy prime minister and head of the government staff. “Her work as first deputy finance minister has demonstrated her high competence and ability to solve complex state tasks,” the government commented on her nomination.

Federal Air Transport Agency head Dmitry Yadrov has been proposed for appointment as transport minister. Since 2010, he has worked at the State Corporation for Air Traffic Management in various positions—from air traffic controller at the Moscow Center for Automated Air Traffic Control to assistant director. In 2018, he was appointed director for strategic development, operations, and technical policy. In 2019, he moved to the Federal Air Transport Agency as deputy director. He has headed the agency since 2023.

The position of deputy prime minister and finance minister will be created. Current Finance Minister Anton Siluanov has been proposed for this post.

Transport Minister Andrey Nikitin will become deputy prime minister, overseeing, among other things, the development of the transport complex.

In effect, their powers will be expanded.

S. Dragan forecasts:

…And there will still be many changes; this is only the beginning… But I believe it is still too early to approve anyone, even regarding proposals for a team change. But the issue of the team will also be raised. Moreover, new people must come into the financial segment of the system, the ideological context, and the military sphere, as I wrote above. There may also be significant changes there. But this process will become even more pronounced in terms of changes in Russia by February 2027. And there the question of power will become much tougher…

To be continued…
